I’m the maintainer of the tecgihan_driver package. The 0.3.0 release for Jazzy
does not appear to have synced to the main apt repository, even though the
binary build succeeded over a week ago.

The Jazzy Humble equivalent of this package had a similar sync issue
previously reported here:
Could someone take a look at why 0.3.0 hasn’t been promoted to the main
Jazzy repository? Thank you.
