revised from ROS 2 log system meets rsyslog and FluentBit

For those who joined ROSCon 2024 BoF How do you utilize and manage the ROS 2 log data in practice?, thank you very much for your participation and sharing the experience. We had 69 registration for this BoF at ROSCon (I believe that that was one of the biggest BoF at ROSCon 2024) :+1: that means there are many interests how to manage the logging and log data in practice :smile:

After the BoF, some companies and developers asked me some questions about rcl_logging_syslog project, that are how to use, how it works, and constraints.

So I would like to have 30-45 mins breakout session to explain the project and also get feedbacks and questions from the community.
