Preparing for Iron Sync 2024-03-22

Hello everyone,

There are several new packages and updates ready to be released for Iron!

There are currently 25 :cry: regressions and 70+ packages to release :tada:

We will hold rosdistro PRs for the sync starting today and will aim to do the sync once the regressions are resolved.

I’ll make an announcement here once the sync is completed and we can resume merging into rosdistro.

@Yadunund The regression of mrpt_path_planning should be fixed by merging this PR
