Preparing for Humble sync 2026-08-07

We’re planning for a Humble sync on 2026-08-07T04:00:00Z.

There are currently 703 regressions and 477 packages to release. The very high number of regressions is due to an issue with low disk space on buildfarm agents. The infra team is working on it, so hopefully packages get successfully built over the next few days. Otherwise, I will push the sync date back a bit.

We will start holding rosdistro PRs for the sync today (2026-08-04T04:00:00Z) and will plan to do the sync on 2026-08-07T04:00:00Z.
