Is there any inherent ordering on the Starts returned by compute_plan_starts
Generally which start is the best if there are more than one starts with the same distance to position given to compute_plan_starts?
All of the start conditions are treated as equally valid. The final plan will use whichever start condition allows for the “lowest cost” plan, which is based on the predicted travel time that the plan will require.
