It seems like the wiki.ros.org website currently has one or more broken backends.
the load balancer will periodically send my requests to the broken backend, resultng in a 403. If I refresh a few times and don’t get a 403, and have dev tools open, then some of the other requests (for css, js, etc.) will fail with a 403.

I think it’s the other way around that you’re getting caught by our hosting’s rate limiting which is attempting to prevent the site from getting knocked over by abusive crawlers.
