Preparing for Rolling Sync 2025-09-26

Hello everyone!

There are several new packages and updates ready to be released for ROS 2 Rolling Ridley! :rolling:

We will hold rosdistro PRs for the sync starting today and will aim to do the sync by 2025-09-27T06:59:00Z or later if the regressions are unresolved.

There are currently 6 regressions :sad_but_relieved_face: and 325 packages to release :tada:

I’ll make an announcement here once the sync is completed and we can resume merging into rosdistro.

FYI, we have a package that was released to rolling (foxglove_bridge) this morning that’s currently failing in the build farm. We believe this PR is likely to resolve it by making some changes to the Debian build configuration, though it’d be helpful to know how to best get confirmation that the failures will be resolved. Thanks!
