# eligibility to participate

Does this information mean only Cuba, Iran, North Korea, Sudan, Ukraine (Crimea, Sevastopol, Donetsk and Luhansk regions) are not eligible to participate?

Or does it mean besides above countries, any country and **entity** sanctioned by United States Treasury Department’s [Office of Foreign Assets Control (OFAC)](http://www.treasury.gov/resource-center/sanctions/Pages/default.aspx) and United States Commerce Department’s Bureau of Industry & Security are not eligible to participate?
